Amos L. Otis, MBA, MMAS
Founder, President and Chief Executive Officer
Mr. Amos Otis founded SoBran, a leading technical and professional services firm, in 1987. Today, the company serves some of the world’s largest government, academic and commercial organizations and has received notable industry recognition including top rankings for growth from Inc. Magazine and Black Enterprise Magazine.
Prior to starting the company, Mr. Otis had a distinguished 21-year career as an Air Force officer, where he served as Titan ICBM Missile Combat Crew Commander; Production and Quality Assurance Specialist as the USAF Plant Representative at Hughes Aircraft Corporation; Cost Analyst for major weapons systems at the USAF Aeronautical Systems Division; Comptroller for the 8th Tactical Fighter Wing in Korea; Professor of Air Science for the Howard University AFROTC program; and Program Manager at the Air Force Office of Scientific Research. Mr. Otis has served as a consultant to the National Research Council of the National Academy of Sciences for Post-Doctoral Programs and to the partnership project of the Department of Defense/National Association for Equal Opportunity in Higher Education.
Mr. Otis has been repeatedly recognized for his management and entrepreneurial skills, as well as his civic leadership, serving on various advisory boards and has established educational scholarships and endowments. In January 2012, Mr. Otis was appointed to the board of directors of the Federal Reserve Bank of Cleveland, Cincinnati Branch. Mr. Otis is a member Sigma Pi Phi Fraternity, Chairman of Beta Nu Boule’ Education Foundation Inc., life member of Kappa Alpha Psi Fraternity, Treasurer of the Tennessee State University Foundation Board and chairman of the Finance Committee. He is a member the Board of Trustees of Development Projects Inc. of the Dayton Development Coalition and a member of the Federal Comptroller Association. He holds a B.A. from Tennessee State University, an MBA from the California State University, and a Masters of Military Art and Science from the Air University.
Tom Bauer, CPL
Senior Vice President, Engineering and Logistics
Tom Bauer leads SoBran’s Engineering and Logistics division, which also includes the SafeMail® and training programs. Bauer is a seasoned leader with more than 25 years experience overseeing operations for logistics, engineering, and information technology companies. Prior to joining SoBran, he was Senior Vice President for C4ISR Programs for a public company, and Group Vice President of Engineering and Logistics for a rapidly growing engineering technology firm.
Bauer has directed engineering and logistics programs for all of the armed forces branches, the National Institutes of Health, the Nuclear Regulatory Agency, and the Federal Aviation Administration, among others. Bauer is a Certified Professional Logistician and a business graduate of Concordia College, with advanced studies at the Wharton School of Finance. He has lectured globally and published extensively on technical and supply chain issues.
Gregory Kelly, PhD
Senior Vice President, Biomedical Research Services
Dr. Kelly heads SoBran's biomedical and environmental research support practice areas. An accomplished business leader and manager, Dr. Kelly has more than 30 years’ experience in conducting scientific research and heading large, complex research support programs. He has conducted and managed research in the fields of molecular biology and toxicology at government-sponsored laboratories and universities and in private industry. Under Dr. Kelly’s leadership, SoBran’s biomedical research support has more than doubled in size with significant expansions in contracting to the federal government; expanding the company’s customer base to include scientific and technical support to academic institutions and SoBran’s initiation of contract research focused on preclinical toxicology. Dr. Kelly is actively professionally in a number of organizations including: The American Society for Microbiology, The College of Toxicology, The American Association for the Advancement of Science, The American Association for Laboratory Animal Science, The Tech Council of Maryland and the Greater Baltimore Committee. In addition to his professional activities Dr. Kelly serves a Vice Chairman of the Greater Baltimore Council, Boy Scouts of America Board of Directors. Dr. Kelly received his bachelor's degree from the University of Pittsburgh (cum laude) and a Ph.D. in biochemistry from Purdue University.
Bob Williams
Vice President, Corporate Services
Bob Williams directs the company’s contracts, security, human resources, accounting and IT services. He also leads the company’s business development initiatives in the Midwest region. Prior to joining SoBran, he managed third part supply chain management operations at NCR and data acquisition at Lexis Nexis.
Williams was an officer in the U.S. Air Force for 20 years and is a decorated veteran. While in the Air Force he served in leadership positions in quality assurance, security, engineering and logistics. He received a sociology degree from Tennessee State University, and received a master’s degree from the University of Alaska in public administration.
