The Importance Of Keeping Up: SafeMail’s Adaptability

For 25 years, SoBran’s SafeMail security program has become a trusted partner for federal agencies, bioscience operations and corporations alike with our CBRNE screenings and stellar safety record. But we built this program around a touchstone moment for the industry: the 2001 anthrax attacks.

That series of events shaped our screening protocols and equipment standards from day one, and created an entire vocabulary of mailroom risk we still follow today.

Now, we are taking those lessons we learned 25 years ago and applying it towards a new threat: fentanyl, introduced not as a weapon of mass casualty, but as a low-cost, high-disruption tool for harassment, contraband smuggling, and intimidation.

In November 2023, election offices in multiple states including Georgia, California, and Nevada received letters containing suspicious substances, and several ultimately tested positive for trace fentanyl. The letters arrived amid a broader, multi-year pattern of threats against election workers, and their discovery triggered evacuations, hazmat responses, and processing delays, while creating a sense of fear around a system that should be safe and secure for all. Some agencies have responded with everything from PPE mandates for mailroom staff to wholesale digitization of mail, an acknowledgment that traditional screening wasn’t built for this threat class.

To us, what connects these cases is the detail: small quantities, easily concealed, capable of triggering a costly response even when no one is harmed. After all, a mail threat succeeds the moment it forces a response: an evacuation, a shutdown, or a moment of panic, whether or not anyone is ever harmed.

Much of the traditional mailroom screening equipment was designed and validated against a different, older threat model, ones that involve bulk powders, obvious anomalies, and biological agents identifiable at higher concentration thresholds. Fentanyl contamination is often trace-level and non-visual, which means:

  • Standard imaging and metal detection won’t catch it. 
  • Field test kits built for biological threats aren’t calibrated for synthetic opioids and sensitivity gaps can produce false negatives.
  • The “does it look suspicious” question often fails outright.

Just as we worked to create the basis of the SafeMail program back in 2001 following the anthrax attacks, SoBran has worked diligently in recent years to expand SafeMail’s screening protocols to specifically test for fentanyl and related synthetic opioids, alongside our existing CBRNE detection capabilities. This was not an easy add-on for our team, as it required new detection thresholds, updated field procedures for our screeners, and refreshed PPE and decontamination protocols for any item that triggers a positive result. This enhanced protocol we have developed allows for:

  • Trace-level chemical screening integrated into the standard offsite screening workflow.
  • Updated handling protocols for mailroom and security staff, including exposure-minimization procedures that follow current guidance for safely handling synthetic opioids.
  • Chain-of-custody support for any item that screens positive, so we aren’t left improvising a response or questioning where something goes in real time.

For clients in sectors that have historically underestimated their exposure to this threat, like municipal and county offices, election administration, courts, and correctional-adjacent facilities, we think this helps to close a real and growing gap in their mailroom security measures and brings peace of mind to anyone concerned about what comes through that door.

What This Tells Us

The fentanyl trend also remains a useful example of something we think extends beyond the mailroom for many organizations, businesses and agencies: mail security cannot be a static program. 

Threat actors can, and will, adapt faster than institutional screening protocols. And the cost of entry for this kind of disruption is trivial: a fentanyl-laced stamp or envelope is all it takes. That’s why this category of threat isn’t going away.

Organizations reviewing their mail security posture should treat this as a prompt to ask harder questions about the inner workings of their current program:

  • Does our current screening protocol account for trace chemical contamination, or only bulk/visual threats?
  • Do our mailroom and reception staff know the exposure risks specific to synthetic opioids, and are their PPE protocols current?
  • Is our incident response plan built for “no visible threat, but a positive test,” rather than only the more dramatic scenarios?

Mail threats rarely make headlines anymore unless they hit a high-profile target, but take it from us: the underlying risks haven’t declined. Fentanyl by mail is the clearest evidence yet that screening programs need to continually evolve to meet threats where they are. Whether it’s 2001 or 2026, SoBran’s mission of creating a sense of safety has not shifted, even if the threats we deal with have.
