Amos L. Otis, MBA, MMAS

Founder, President and Chief Executive Officer

Amos Otis founded SoBran, Incorporated in 1987 after a distinguished 21-year career as an Air Force Officer. He has led SoBran from a lean start-up in the basement of his Fairfax County, Virginia home to a $61 million dollar company with diverse bioscience, engineering, logistics, and risk management expertise.

Amos founded SoBran based on the Air Force values of integrity, service and excellence. Under his leadership, SoBran has reached Inc. magazine’s list of America’s fastest-growing private companies and Black Enterprise magazine’s list of the top 100 industrial/service companies.

Amos has been recognized for his management and entrepreneurial skills as well as his civic leadership. He was appointed to the Board of Directors of the Federal Reserve Bank of Cleveland, Cincinnati Branch in 2012.  He is a member of the Board of Trustees of the Dayton Development Coalition and a life member of the NAACP.  He has also been profiled in Black Enterprise as an innovator in workforce readiness.   Read more

Jamin Rogovoy

Chief Operating Officer

Jamin joined SoBran in March of 2018 as the Director of Business Development (BD) and was named Chief Operations Officer (COO) in October of 2018. Drawing on a decade of experience in Navy medical operations and 14 years of business development and executive leadership, he is charged with driving the operational strategies to achieve SoBran's overall business goals.

Jamin came to SoBran from OMNIPLEX World Services Corporation where he served as the Vice President of Business Development for nearly five years. At OMNIPLEX, he helped grow the business from $102 million to a run rate of $200 million. Jamin’s career began in the United States Navy where he served in Operation Enduring Freedom as a medical professional. Upon honorable discharge, he spent over eight years in business development as a Capture Manager and Director for complex services-based solutions.

Combining business development experience with his Navy background and executive leadership experience provides Jamin with unique knowledge and business acumen to lead SoBran as COO.

Will Hobbs

Vice President, Security Strategy & Services

Will has been with SoBran since 2011. He is a former U.S. Marine, a 25-year veteran of the U.S. Secret Service and has over 32 years of Federal Government service. He began his career as an officer in the Secret Service Uniformed Division. He later served as a supervisory special agent on both Senator Hillary Clinton’s and Senator Barack Obama’s 2008 presidential campaigns. In 2010, while assigned as the Special Agent in Charge of the Secret Service's Special Services Division, Will received Senior Executive Leadership (SES) certification after completing the Department of Homeland Security’s two-year SES Developmental Program. He holds a bachelor’s degree in Criminal Justice from George Mason University and a Masters of Arts degree in Human Resources Training and Development from Seton Hall University.  He is a member of the Association of Contingency Planners, National Organization Black Law Enforcement Executives (NOBLE), Association of Former Agents of the US Secret Services and American Society for Industrial Security.
